open "C:\Windows\php.ini" (open C => windows => double click on php.ini file
then press CTRL+F and type safe_mode = off
EDIT OFF TO ON
then press CTRL+F again and type safe_mode_gid = off
EDIT OFF TO ON
SAVE IT AND RESTART WEB SERVER OR COMPIUTER!
